Political-Social Situation Management Competencies of Grassroots-Level Officials in the Central Highlands: Current Status and Emerging Issues

Abstract

This article examines the current state of political–social situation management competencies among grassroots-level officials in the Central Highlands across three key dimensions: situation identification and analysis; forecasting and prevention; and decision- making, implementation, and coordination in situation management. The findings indicate that these officials generally meet the practical demands of governance, particularly in responding to situations that have already emerged. However, their capacity for in-depth analysis, early forecasting, and proactive prevention remains limited. The study also reveals significant differences in competencies among groups of officials with different socio-demographic characteristics. Based on these findings, the article proposes the need to reform training and professional development programs and to further refine the competency framework for political-social situation management in a manner that is aligned with the specific characteristics of the Central Highlands.
