The actual situation of digital intergration among rural women (From a survey conducted in two communes of Hung Yen province)

Abstract

Digital inclusion plays an important role in promoting social participation within the context of digital technology development. However, disadvantaged groups, including rural women, face numerous barriers to digital inclusion. Based on quantitative and qualitative research results conducted in 2024 in two rural communes of Thai Binh province (now Hung Yen province), the article reveals that rural women have opportunities to access digital devices, especially smartphones; nevertheless, they still encounter significant barriers to digital inclusion due to financial constraints and gender norms. They often do not prioritize investing in high-quality digital devices and lack time because of family caregiving burden. Older women with lower income and education levels have lower levels of digital inclusion. Although rural women recognize the importance of digital technology and show willingness to use digital devices and the Internet, many still lack confidence and digital skills, particularly regarding digital safety.
