Di cư lao động qua biên giới Việt Nam - Trung Quốc mang lại nhiều cơ hội kinh tế cho người lao động và khu vực biên giới, nhưng đồng thời tiềm ẩn rủi ro xã hội đáng kể. Bài viết này nhằm phân tích các rủi ro xã hội mà lao động di cư phải đối mặt, đồng thời đề xuất chính sách bảo vệ từ phía Việt Nam. Nghiên cứu dựa trên khảo sát định lượng với 85 lao động di cư và phỏng vấn sâu 3 trường hợp tại cửa khẩu quốc tế Lào Cai. Kết quả cho thấy lao động di cư Việt Nam thường đối diện với tình trạng bóc lột, điều kiện làm việc thiếu an toàn, không có hợp đồng lao động, và sự phụ thuộc lớn vào môi giới. Bài viết bổ sung bằng chứng vi mô về thực trạng này, đồng thời gợi ý các chính sách như: tăng cường quản lý hoạt động môi giới, nâng cao nhận thức và kỹ năng cho lao động, thiết lập cơ chế bảo hiểm phù hợp, và thúc đẩy phát triển kinh tế - xã hội vùng biên giới. Những phát hiện này cung cấp cơ sở cho việc hoàn thiện khung chính sách bảo vệ lao động di cư trong bối cảnh hội nhập.
